  • 1 cup milk
  • 1 large egg
  • 0.87 oz package brown gravy mix
  • 1 cup water
  • 1/2 tsp ground black pepper

Instructions

  1. Preheat the oven to 375°F (190°C) and lightly coat a 9×13-inch casserole dish with cooking spray.
  2. Whisk together Bisquick mix, milk, egg, and half the black pepper in a mixing bowl until smooth, then spread evenly in the prepared baking dish.
  3. Heat a large skillet over medium-high heat and brown the ground beef for 5-7 minutes, breaking it into crumbles.
  4. Add sliced onions and green bell peppers to the beef, sautéing for an additional 5-7 minutes until vegetables soften. Drain excess grease.
  5. Stir brown gravy mix, water, and remaining black pepper into the beef mixture, simmering for 3-5 minutes until slightly thickened.
  6. Distribute the beef and vegetable mixture uniformly over the Bisquick base, then layer provolone cheese slices across the top.
  7. Bake for 25-30 minutes until the cheese turns golden brown and a toothpick inserted into the Bisquick layer comes out clean. Cover with foil if cheese browns too quickly.
  8. Allow the casserole to rest for 10 minutes before serving to help it set and cool slightly.
